The Village of Briarcliff is a small municipality incorporated under Texas Local Government Code, operating as a Type A general-law city.

How the Government Works

Structure

Briarcliff’s government consists of a Mayor and five Aldermen serving on the Village Council. As a Type A general-law municipality, the Village operates under statutory authority granted by the State of Texas rather than a home rule charter.

  • Mayor: Elected at-large; serves as chief executive and presides over council meetings.
  • Aldermen (5): Elected at-large; vote on ordinances, resolutions, and municipal business.
  • City Secretary: Appointed; maintains official records and conducts elections.

All positions are at-large, meaning they represent the entire Village rather than individual districts.

How Decisions Are Made

The council operates by majority vote. Ordinances (local laws) and resolutions (policy directives) are adopted at regular or special meetings. Typical council business includes:

  • Approving the annual budget and tax rate
  • Adopting or amending ordinances on land use, utilities, and public safety
  • Awarding contracts for services and infrastructure

Meeting Schedule

Monthly council meetings are held and open to the public. The Village posts notice of all meetings at least 72 hours in advance on the Village website and bulletin board, as required by the Texas Open Meetings Law.

Special meetings may be called with the same 72-hour notice requirement. In emergencies, meetings may be called with as little as 2 hours’ notice under Texas Government Code § 551.045.

Your Rights as a Citizen

As a Briarcliff resident, you have several important rights under Texas law:

Public Records Access (TPIA)

You may request public records under the Texas Public Information Act (TPIA). This includes budget reports, meeting minutes, ordinances, contracts, correspondence, and other Village records. The Village has 10 business days to respond or claim an exception.

To submit a request, contact the Village Secretary (the designated TPIA officer).

Open Meetings

All council meetings — regular and special — are open to the public under the Texas Open Meetings Law. The Village must post meeting agendas at least 72 hours in advance. Closed (executive) sessions are permitted only for narrow statutory exceptions such as personnel matters, real estate negotiations, and consultations with legal counsel.

Public Comment

Residents may address the council during designated public comment periods. Current rules are governed by Resolution 2026-02-25-07, adopted February 25, 2026:

  • Sign-up: At least 24 hours before the meeting
  • Time limit: 3 minutes per speaker
  • Topic: Must relate to Village business
  • Placement: Held at the beginning of regular meetings

Voting and Running for Office

Residents who are registered voters may vote in municipal elections and may run for elected office (Mayor or Alderman). Municipal elections are governed by the Texas Election Code.

Services the Village Provides

The Village of Briarcliff provides several core municipal services funded by property taxes and user fees.

Water System

The Village owns and operates a water treatment plant and distribution system (Public Water System No. 2270007). Water is sourced exclusively from Lake Travis surface water — the plant takes raw water from Cat Hollow Cove and uses membrane filtration to produce potable water. The system includes 26 miles of pipeline and two storage standpipes with 500,000 gallons combined capacity. Monthly water quality testing is conducted per TCEQ requirements.

Roads and Infrastructure

Following the transfer of road maintenance from the Briarcliff Property Owners Association (BPOA) to the Village in 2023, the Village now maintains the internal road network. This includes seal coating, pothole repair, signage, and pavement markings.

Emergency Services

The Village coordinates emergency management and contracts for emergency services and dispatch. This includes emergency management coordination, contracted services, equipment, and training.

Administration

Village administration covers staff salaries, office operations, professional services (legal, audit, consulting), insurance, and training.


Budget and Taxes

The Village operates on a fiscal year from October 1 through September 30. Revenue comes primarily from property taxes, water and service fees, and grants. The council adopts the annual budget and tax rate each September.

The Village’s major spending categories are water utilities and operations, street maintenance and infrastructure, administration and personnel, emergency services, and capital reserves.

Ordinances and Local Rules

As a Type A general-law municipality, Briarcliff adopts ordinances (local laws) for public health, safety, and welfare within the statutory powers granted by the State of Texas. Ordinances are adopted by majority vote of the council and recorded in the Village’s official records.
