Village of Briarcliff Village Council Regular Meeting Minutes- August 29, 2018
Mayor Hostetler called the meeting to order at 7:10 p.m.
Present: Aldermen Elliott, Hertel Johnston and Richmond.
Absent: Alderman Bowles.
Pledge of Allegiance.
Alderman Hertel made a motion, seconded by Alderman Elliott, to accept and waive the reading of the minutes of the July 25, 2018 Public Hearing. All in favor, motion passed.
Alderman Johnston made a motion, seconded by Alderman Elliott, to accept and waive the reading of the minutes of the July 25, 2018 Regular Monthly Meeting. All in favor, motion passed.
Alderman Elliott read and gave a review of the financial reports for July, 2018. No comments or questions from the Citizens or Council.
Mayor Hostetler announced that the draft parking ordinance is on hold since it appears that the Briarcliff Property Owners Association (BPOA) Board of Directors has changed itβs mind that they now do not want an ordinance to control parking in Briarcliff. The Board had previously encouraged an ordinance however that apparently has changed.
Update about ongoing Village activities:
- The Stage one Mandatory Outdoor watering schedule is effective May 1 through September 30. This schedule limits automated spray irrigation for landscapes to the following days and times:
Residential addresses ending in odd numbers: Wednesdays and/or Saturdays
Residential addresses ending in even numbers: Thursdays and/or Sundays.
Commercial, multifamily and HOAβs: Tuesday and/or Friday Watering times on your day begin and end between midnight and 10 a.m., or 7 p.m. to midnight of the same day.
- As mentioned before, we have a new Code Compliance Officer who will enforce our codes. This will take a big load off our Chief of Police. She is now certified and has started looking into various areas, including the building program. Dee Warren has an ID, an official uniform and will be normally driving a truck with Code Compliance on the side.
Case reports:
- Collision Private Property-traffic accident with property damaged. Citation issued.
- Theft- items were stolen out of a vehicle in the 100 block of S. Cowal Drive and in the 100 block of N. Cowal Drive. Evidence (fingerprints) was collect and transferred to TxDPS Crime Lab.
- Theft β stolen power tools (drills, etc.) were taken from a barn on Cat Hollow Club Drive.
Ordinance(s) Violations:
- Short-Term Rental- (Required License) β two homeowners were renting to guests for the use of STR without a license. Seven (7) citations issued were issued this month; referred to Municipal Court.
- Animal Control complaints - three (3) warnings were issued.
We have developed a new working relationship with K&S Towing to assist the Village in removing abandoned vehicles. They removed the RV that was left abandoned on Pace Bend Road.
Traffic enforcement: 15
City Administrator, Aaron Johnson reported they have been replacing old meters with the new meters and Cat Hollow is almost done. Some of the meters just needed the registers replaced. Still waiting for the Badger Meter Beacon AMA Managed Solution Master Agreement to be signed. Working on an Interlocal Agreement with Travis County for Road Maintenance on Cat Hollow.
There were a few citizen comments and questions.
