Village of Briarcliff Village Council Regular Meeting Minutes - September 19, 2018
Mayor Hostetler called the meeting to order at 7:10 p.m.
Present: Aldermen Elliott, Hertel, Johnston and Bowles.
Absent: Alderman Richmond.
Pledge of Allegiance.
Alderman Hertel made a motion, seconded by Alderman Bowles, to accept and waive the reading of the minutes of the August 29, 2018 Public Hearing. All in favor, motion passed.
Alderman Johnston made a motion, seconded by Alderman Elliott, to accept and waive the reading of the minutes of the August 29, 2018 Regular Monthly Meeting. All in favor, motion passed.
Alderman Elliott read and gave a review of the financial reports for August, 2018. No comments or questions from the Citizens or Council.
Alderman Hertel made a motion, seconded by Alderman Johnston, to Amend the 2017-2018 Budget.
Alderman Hertel made a motion, seconded by Alderman Bowles, adopting the Annual Property Tax Rate and Interest & Sinking Fund Rate Ordinance 2018-09-19-08 of the Village of Briarcliff for 2018-2019 fiscal year. Total 0.1365 per $100 valuation of property. All in favor, motion passed.
Alderman Elliott made a motion, seconded by Alderman Johnston, adopting the Annual Budget Ordinance 2018-09-19-09 of the Village of Briarcliff for the 2018-2019 fiscal year. All in favor, motion passed.
Update about ongoing Village activities:

Mayor Hostetler announced last month that the draft parking ordinance was on hold since the BPOA Board of Directors had changed their mind about wanting such an ordinance. This was based on a letter from their attorney. After our Village attorney sent a return letter pointing out the current information in the original letter regarding traffic enforcement in Briarcliff, it appears that the Board has again changed their mind and are working on the idea of requesting that the Village proceed with a parking ordinance. If we receive a written request from the BPOA to proceed, we will consider completing the project.

To ensure that BPOA Board members and Briarcliff citizens are aware of both sides of the draft parking ordinance interchange of letters, I have posted our Village attorneyβs letter on the Village website.
Chief DeLira gave a brief update regarding security.
City Administrator, Aaron Johnson gave a brief update regarding City Business.
There were a few citizen comments and questions.
