Village of Briarcliff Village Council Regular Meeting Minutes- May 29, 2019
Mayor Hostetler called the meeting to order at 7:00 p.m.
Present: Aldermen Elliott, Hertel, Johnston and Richmond.
Pledge of Allegiance.
Village Clerk swore in Mayor Hostetler, Aldermen Dave Hertel and James Johnston.
Osea Yogomate, Audit Associate for Singleton, Clark & Company presented the fiscal year ending September 30, 2018 Audit.
Alderman Elliott made a motion, seconded by Alderman Richmond, to approve the Village of Briarcliff fiscal year ending September 30, 2018 Audit. All in favor, motion passed.
Mayor Hostetler explained Alderman Elliott has asked to step down as Treasurer.
Mayor Hostetler nominated Alderman Hertel, Mayor Pro-Tem and Alderman Richmond, Treasurer for the Village of Briarcliff. Council approved both nominations.
Mayor Hostetler announced Michael Wright and Linda Aldrich are requesting for consideration to be appointed to fill the single vacancy as the replacement for Alderman Bowles. Alderman Hertel asked the Mayor if he could speak in favor of appointing Linda Aldrich.
First and foremost Alderman Hertel stated he is sad to see Bobbi Bowles go and we are all going to miss her. Her late husband Mark and Bobbi volunteered a lot for our community.
Alderman Hertel nominated the appointment of Linda Aldrich to serve as Alderman for the remainder of the vacancy. Linda Aldrich has the experience since she already served as an Alderman for three consecutive terms with the council from 2007-2013 and as Mayor Pro-Tem from 2011-2013.
Aldermen Elliott, Hertel, Johnston and Richmond were all in favor of the appointment of Linda Aldrich to fill the single vacancy on the Board of Aldermen of the Village of Briarcliff created by the resignation of Alderman Bowles to serve the remainder of her term until the next election for that position per applicable law.
Alderman Richmond made a motion, seconded by Alderman Hertel, to accept and waive the reading of the minutes of the April 24, 2019 Regular Monthly Meeting. All in favor, motion passed.
Alderman Elliott read and gave a review of the financial reports for April, 2019. No comments or questions from the Citizens or Council.
Alderman Johnston, made a motion, seconded by Alderman Hertel for the approval of Resolution 2019-05-29-11 to allow Hazy Hills Office Park, Inc. POA into the Briarcliff Extra Territorial Jurisdiction (ETJ). All in favor, motion passed.
Alderman Richmond made a motion, seconded by Alderman Hertel to accept the Interlocal Agreement for Travis County to provide Road Maintenance Services for Village of Briarcliff. All in favor, motion passed.
Mayor Hostetler updates about ongoing activities:
The inter-local agreement between the Village of Briarcliff and Travis County Constable Precinct 2 to provide a dedicated Deputy to our community is still delayed by the Travis County Commissioners Court. Nothing new to report.
Travis County ESD 16 implementation passed during the May election with a landslide victory. We will eventually see enhanced medical support for our fire department.
Security cameras at the front entrance have been disabled. I am attempting to work with the BPOA to get the capability re-installed.
We have checked with Pedernales Electric Cooperative (PEC) regarding the issue of them leaving a pole in place after they put a new power pole up creating a βdouble poleβ situation. They stated that the ruling as we had understood for years was no longer valid. Once they install a new pole, Spectrum and AT&T are notified to put their utilities on the new pole. Once that is completed, PEC will remove the old pole. We are exploring exactly who to contact to encourage Spectrum and AT&T to move forward with switching their utility lines asap. Thanks to Michael Wright and Larry Mann for bringing the issue to the forefront which prompted us to check with PEC.
City Administrator, Aaron Johnson explained we are still installing new meters. We have transitioned and all is going smoothly. A total of 520 meters have been installed. Jamie has been reading the existing meters until the new ones are installed. Alderman Richmond inquired as to how many more are left to install. Aaron stated we have installed over 50% out of the total of 960 active meters.
