Village of Briarcliff Village Council Regular Meeting Minutes- September 18, 2019

Mayor Hostetler called the meeting to order at 7:08 p.m.

Pledge of Allegiance.

Present: Aldermen Aldrich, Elliott, Johnston and Hertel. Absent: Alderman Richmond.

Mayor Hostetler asked if anyone has any comments or questions.

Alderman Aldrich made a motion, seconded by Alderman Johnston, to accept and waive the reading of the minutes of the August 28, 2019, Public Hearing. All in favor, Motion passed.

Alderman Hertel made a motion, seconded by Alderman Elliott, to accept and waive the reading of the minutes of the August 28, 2019, City Council Regular Monthly Meeting. All in favor, motion passed.

Mayor Hostetler read and gave a review of the financial reports for August, 2019.

Alderman Hertel made a motion, seconded by Alderman Johnston, to Amend the 2018-2019 Budget. All in favor. Motion passed.

Alderman Hertel made a motion, seconded by Alderman Elliott adopting the Annual Budget Ordinance 2019-09-18-09 of the Village of Briarcliff for the 2019-2020 fiscal year. All in favor, Motion passed.

Alderman Hertel made a motion, seconded by Alderman Aldrich adopting the Annual Property Tax Rate and Interest and Sinking Fund Rate Ordinance 2019-09-18-10 of the Village of Briarcliff for 2019-2020 fiscal year. Total 0.1319 per $100 valuation of property. All in favor, Motion passed.

Mayor Hostetler explained that he wanted to revise and update the Junk Vehicle Ordinance so a City Official, Law Enforcement or Code Enforcement Officer could enforce the Ordinance. At this time the Ordinance states Law Enforcement only.

Mayor Hostetler wants to revise the Law Enforcement Ordinance so that it states Constables either or Police Chief. Just in case in the future the Village of Briarcliff may want or need to hire a Police Chief.

Alderman Aldrich is currently reviewing the Village Ordinances and the lot clearing process and she suggested the Village of Briarcliff create a Resolution.

Mayor Hostetler gave an update about ongoing activities:

The agreement for Constable Precinct 2 to provide a dedicated law enforcement deputy has been approved by the Travis County Commissioners Court. Weโ€™ll continue to employ part time officers for nights and weekends as weโ€™ve done for several years as the budget allows.

Recently weโ€™ve had several instances of water leaks at homes causing large water uses. Most of the problems have been irrigation systems. Again, I strongly encourage you to sign up with the Interactive Water Account โ€œEye on Waterโ€. Itโ€™s free and allows you to view and then regulate your own water use.

We are currently in the process of restoring the security camera system at the front entrance. We should have license plate capability again by end of week.

National Night Out is October 1 at the Briarcliff Park. Weโ€™re looking for volunteers to help. Please contact me or a Village staff member.

Mayor Hostetler read the Constables Security Report.

City Administrator, Aaron Johnson reported there has been quite a few water leaks this month. Jamie has installed most of the new meters except a few that are difficult ones to change out.
