Village of Briarcliff Village Council Regular Meeting Minutes July 29, 2020

Mayor Hostetler called the meeting to order at 7:02 p.m.

Present: Aldermen Aldrich, Elliott, Hertel, Johnston and Richmond.

Mayor Hostetler introduced Keith Neffendorf of Neffendorf & Knopp, P.C. to the Council. Keith gave the Mayor and Council some handouts from their Auditing Firm as an introduction which consisted of the Partner-In-Charge, Co-Partner-In-Charge and Staff-In-Charge along with a City Client Listing and a copy of the Report on the Firm’s System of Quality Control.

Alderman Richmond made a motion, seconded by Alderman Hertel to approve Neffendorf & Knopp, P.C. to Audit the fiscal year ending September 30, 2020.

No Citizens were present for Citizen Communications.

Alderman Aldrich made a motion, seconded by Alderman Hertel, to accept and waive the reading of the minutes of the June 24, 2020, Regular Monthly Meeting Minutes. All in favor, Motion passed.

Alderman Richmond gave a brief review of the June, 2020 financials.

Mayor Hostetler gave an update about ongoing activities:

Oak wilt: Trenching was completed July 9th. Total length of the trench was 1,823’. We only had to trench across three lots although we did trench on the road right-of-way in front of many more lots. Due to several reasons to include concrete driveways and water mains, we actually trenched in the asphalt roadway 280’. Since we did all of the tree clearing ourselves, we saved about $3,000. Also, we’re doing most if not all of the cleanup ourselves which will save at least $7,000. Total cost to the trenching company is $6,044. The BPOA previously committed to pay $3,000. We probably have another $3,000 of cleanup and repair work to be done. A big thank you to the BPOA maintenance crew for their participation before and after the trenching for helping cut trees & brush and follow on cleanup. Also, thanks to Aaron, Jamie and Mason for hand digging numerous water lines. We did not hit any water lines during the trenching thanks to them.

We had a special Council Meeting two days ago to modify the contract with Texas Disposal System (TDS). Although their addition of a Commodity Adjustment Fee because of the cost of recycling may affect other cities that use them, they adjusted our fee structure so we will not be charged the additional fee.

A few quick items: (1) Travis County Burn Ban is on which automatically triggers a Village Burn Ban. (2) We are in the midst of our normal summer irrigation restrictions. These restrictions exist until the end of September unless they are extended. (3) Cutting oak tress is allowed in Briarcliff but all wounds must be treated immediately. (4) The staff is researching housing data for me. We should have an accurate count of the number of homes in Briarcliff soon. (865 Single Family homes per Amber & Aaron) (5) Reminder: Our September Council meeting is mid-month on September 16th. Next month (August) is normal schedule.

Mayor Hostetler read Deputy Luis Ozuna, Constables Security Report:

Daily activities include the following: Patrol every street for visibility purposes to deter crime, taking calls for service, Self-initiating personal contact with the community to build a better partnership and stationary and rolling radar for compliance of the speed limit. Monthly patrol hours: 160

City Administrator reported the Buoys have been installed and since we did all the work ourselves we can purchase some more Buoys. Water taps are coming in steady and a couple of Wastewater taps.
