Village of Briarcliff Village Council Regular Meeting Minutes October 28, 2020

Mayor Hostetler called the meeting to order at 7:00 p.m.

Present: Aldermen Aldrich, Elliott, Hertel, Johnston, and Richmond.

Alderman Richmond made a motion, seconded by Alderman Aldrich, to accept and waive the reading of the minutes of the September 22, 2020, Special Meeting. All in favor, Motion passed.

Alderman Hertel made a motion, seconded by Alderman Johnston, to accept and waive the reading of the minutes of the September 16, 2020, Public Hearing. All in favor, Motion passed.

Alderman Elliott made a motion, seconded by Alderman Hertel, to accept and waive the reading of the minutes of the September 16, 2020, Regular Monthly Meeting. All in favor, Motion passed.

Alderman Richmond gave a brief review of the September, 2020 financials.

Alderman Richmond made a motion, seconded by Alderman Hertel to appoint Amber Rowe, Deputy Court Clerk. All in favor, Motion passed.

Mayor Hostetler gave an update about ongoing activities:

As you know, we had two car thefts last month on Briarcliff Drive, up the street from the Village Hall. No resolutions that I know of.

Political graffiti on Briarcliff Drive just inside the front entrance two weeks ago. Significant since they not only painted the signs but more importantly the garage door and their car. Lots of community members responded to help.

We have begun to address individuals with significant amounts of brush on their property. After research with the County Fire Marshall and our attorney, weโ€™re using our own ordinance about debris to address the issue. Two letters have been sent so far. More to come. All stating the brush must be removed or citations will be filed.

Several other code enforcement issues have been addressed this past month by both our code enforcement officer and me. One was a builder working on Sunday. Now a no-no for those that got their permit after our ordinance change.

I plan to upgrade our front entrance cameras. We are working on a plan that hopefully wonโ€™t cost too much. They are woefully inadequate.

Iโ€™ve had very productive meeting with the new Briarcliff Property Owners Association (BPOA) president, Jennifer Carle. Weโ€™re planning more meetings to reunite the BPOA and the Village. I believe the relationship will get much better.

I am working with our ESD 8 and new ESD 16 regarding having communities voluntarily join our Extra Territorial Jurisdiction (ETJ). Although areas joining it have no immediate impact on us, it does impact our ESDs so by definition, it impacts us. Weโ€™re working together to make this happen.

Halloween combined with National Night Out. As stated before, weโ€™re combining the two with a NNO handout of goodies for kids on Halloween night. We will be positioned in the community center parking lot at 6 pm for a drive through handout of goodies for kids. Deputy Ozuna will be joining me but I would love to have one or two Council members join me. Also, it appears the fire department will be there to show off their new engine named Lucky.

Setting up at 5:30 pm with the advertised distribution at 6 pm. Should only last an hour or so.

Iโ€™ve joined an effort with Travis County to prepare for future significant disaster events in our County that might require a Reunification Center. The plan is for exercises throughout the year with a symposium late 2021. More to follow.

Luis Ozuna, Constables Security Report:

One of the cars stolen was recovered in South Austin.

Daily activities include the following: Traffic stops, Assist Other Agency, Close Patrols and Warnings.

Patrol every street for visibility purposes to deter crime, taking calls for service, self-initiating personal contact with the community to build a better partnership. Monthly patrol hours: 176

City Administrator reported normal operations at the water plant. Several houses to be demolished on Cat Hollow.
