Village of Briarcliff Village Council Regular Meeting Minutes February 24, 2021
Mayor Hostetler called the meeting to order at 7:00 p.m.
Present: Aldermen Aldrich, Elliott, Hertel, Johnston and Richmond.
Alderman Hertel made a motion, seconded by Alderman Aldrich to accept and waive the reading of the minutes of the February 1, 2021, Special meeting. All in favor, motion passed.
Alderman Elliott made a motion, seconded by Alderman Johnston, to accept and waive the reading of the minutes of the January 27, 2021, Regular Monthly Meeting. All in favor, motion passed.
Alderman Richmond gave a brief review of the revenues and expenses for January, 2021, financials.
Mayor read the Cancellation of Election Order of May 1, 2021 for the unopposed Candidates for Mayor and two Aldermen for the Village of Briarcliff. All in favor, motion passed.
Alderman Richmond made a motion, seconded by Alderman Aldrich, gave the Mayor approval to work out the details for the new Texas Disposal Systems (TDS) recycling schedule including the rates and to sign the new amendment to the agreement. All in favor, motion passed.
Mayor Hostetler gave an update about ongoing activities:
I agreed with the BPOA for the Village to co-sponsor a joint brush pickup after last week’s storms. I am coordinating the event in conjunction with Eric Rodgers, BPOA maintenance guy. Most of the loading will be done with Eric’s tractor but unloading may take some manual effort if I can’t organize the two power dump trailers I know about so I may need some volunteers. Dates aren’t set yet but it will most likely be during the week.
Contrary to what some folks think, recycling will not be held tomorrow. TDS stated they are back on the normal schedule starting last Monday which means our next recycling will be March 4.
As stated on social media numerous times the past several days, a great thanks to our water department. We’re one of only a few communities in this part of Texas that didn’t lose water. Special accolades to Aaron who worked tirelessly throughout last week keeping the system going.
I got the first draft of our Parking Ordinance last week and returned it to Ken for some revisions. He said he would have the next draft today. My plan then is to have a Village work session. Get another draft if need be then I promised the BPOA they could have a chop at it before we vote on a final.
Luis Ozuna, Constables Security Report:
Daily activities include the following: Traffic stops 2, Assist Other Agency, No citations, Warnings 2, Close patrols 1 and Community contacts.
Patrol every street for visibility purposes to deter crime, taking calls for service, self- initiating personal contact with the community to build a better partnership.
Monthly patrol hours: 168
City Administrator reported that while there were some difficulties with the freezing weather the water plant remained in operation the entire time. Kudos to Pedernales Electric Cooperative (PEC) for keeping the power on at the water plant. We did not have any issues throughout the distribution system as we had done a lot of maintenance and winterization of water meters and pipes after the winter storm of 2011. I would like to thank Cindy Taylor and Garrett Johnson for their assistance throughout the storm. Cindy kept watch on the wastewater plant checking it every two hours throughout the night and multiple times per day for the entire week. Garrett assisted me with the operation of pumps and systems when I couldn’t get to the plant and also driving me around to various sites as he had a four-wheel drive truck.
Alderman Aldrich would like to give thanks to all of the help from Aaron’s employees of 2011 and all of the others this year that helped during this freezing weather.
Thank you to all of the following: Thomas Maione helping Aaron and Mayor to have a hotspot to view Eye on Water to find where water loss was happening due to water leaks. Cindy Taylor for monitoring the wastewater plant (all night and all week), Garrett Johnson helping at the water plant and Alderman Aldrich for posting information to the website and getting information out to the community.
