Village of Briarcliff Village Council Regular Meeting Minutes January 27, 2021
Mayor Hostetler called the meeting to order at 7:00 p.m.
Present: Aldermen Aldrich, Hertel, and Johnston. Absent: Alderman Elliott and Richmond.
Alderman Aldrich made a motion, seconded by Alderman Hertel, to accept and waive the reading of the minutes of the December 2, 2020, Regular Monthly Meeting. All in favor, Motion passed.
City Secretary gave a brief review of the revenues and expenses for November and December, 2020 financials.
Charles Reagan Grant Coordinator for Texas Division Emergency Management (TDEM) gave a presentation about the Hazard Mitigation Grant Program (HMGP).
Alderman Johnston made a motion, seconded by Alderman Aldrich to approve the Resolution 2021-01-27-08 Village of Briarcliff Council authorizing at least one new voting Election accessible (ADA) compliant Universal Voting System provided by Travis County. (Section 61.012 of the Texas Election Code requires). All in favor, Motion passed.
Mayor Hostetler gave an update about ongoing activities:
We have started being more aggressive enforcing our building program rules. Eric, our code enforcer and myself are visiting every building and lot clearing site a couple times a week and are notifying owners & builders about violations.
The Holmes Ranch on our eastern boundary is going to be developed. Aaron and I had our first meeting with the developers and Ned Holmes, the CEO of the family corporation. The initial rough plan is to develop the 623 acres area into approximately 250 single family homes plus an area of townhomes plus lots of green space, much of which is along our border. They plan to build their own wastewater plant and system however they want us to provide water to them. We have the capacity in our current plant to provide the water. They plan to expand an existing MUD to cover the entire development. They will be providing a draft consent agreement to us soon since we must consent to the MUD. BTW, they are in or current ETJ. Obviously, we are in the early planning stages, especially the water system infrastructure. I’ve asked that as they develop the required traffic analysis for Travis County, we be involved in the process. They appear to be on a fast track but of course still very early in the process. More to follow.

Daily activities include the following: Traffic stops 1, Assist Other Agency, No citations, Warnings 1 and Close patrols 1.
Patrol every street for visibility purposes to deter crime, taking calls for service, self-initiating personal contact with the community to build a better partnership.

Monthly patrol hours: 168
City Administrator reported normal operations at the water plant.
