Village of Briarcliff Village Council Regular Meeting Minutes May 26, 2021
Mayor Hostetler called the meeting to order at 7:00 p.m.
Present: Aldermen Aldrich, Elliott, Hertel, Johnston and Richmond.
Mayor and Aldermen swearing in ceremony.
Mayor Hostetler nominates Alderman Hertel, Mayor Pro-Tem and Alderman Richmond, Treasurer.
Keith Neffendorf, Partner-In-Charge of Neffendorf & Blocker, P.C. presented the Village of Briarcliff fiscal year ending September, 2020 Audit.
Alderman Richmond made a motion, seconded by Alderman Hertel, to approve the Village of Briarcliff fiscal year ending September 30, 2020 Audit. All in favor, motion passed.
Alderman Elliott made a motion, seconded by Alderman Hertel, to accept and waive the reading of the minutes of the April 28, 2021, Regular Monthly Meeting. All in favor, motion passed.
Alderman Richmond gave a brief review of the revenues and expenses of the April, 2021 financials.
Alderman Hertel made a motion, seconded by Alderman Richmond, to adopt Ordinance 2021-05-26-11, for the Prohibition or Regulation of Stopping, Standing, or Parking of Vehicles on the Improved Portions and Rights of Way of Roads in the Village of Briarcliff, Texas. Providing for the Removal or Citation of Such Vehicles; Regulating the Stopping, Presumptions; Providing for Penalties, Providing for Conflict; Providing for Severability; Providing For An Effective Date. All in favor, motion passed.
Mayor Hostetler gave an update about ongoing activities:
I have no update on the Holmes Ranch Development. We have had no contact since last monthβs issue.
Iβve had several requests for folks concerned about their oak trees. Iβve reviewed them and in two cases, I asked our Forest Service rep to come out and review the trees. In all cases, we have confirmed that the trees that look bad are because of the February freeze β no oak wilt evident.
I am working with ESD 8 & 16 in their effort to expand our ETJ. If areas are annexed into other cities, their Property Taxes are affected which of course affects their capability to cover us. If people want to join our ETJ, thereβs no problem like the folks on Thurman Bend Road that joined a couple years ago.

Daily activities for April, 2021 include the following:
Patrol every street for visibility purposes to deter crime, taking calls for service, self-initiating personal contact with the community to build a better partnership, stationary and rolling radar for compliance of the speed limit.
Monthly patrol hours: 168
Total of 58 calls for Service, 4 Traffic Stops, 5 Citations, 2 Warnings, 1 Close Patrols, 19 Community Contacts.
City Manager, Aaron Johnson reported the Utility had a large water main break due to a concrete truck. We finished the repair around 8:00 pm.
