Village of Briarcliff Village Council Regular Meeting Minutes October 26, 2021
Mayor Hostetler called the meeting to order at 7:00 p.m.
Present: Aldermen Aldrich, Elliott, Johnston, and Taylor. Absent: Aldermen Richmond.
Laura Mordecai had some questions regarding the re-zoning of Lot 1375 and 1378.
Alderman Elliott made a motion, seconded by Alderman Taylor, to accept and waive the reading of the minutes of the September 15, 2021, Public Hearing. All in favor, motion passed.
Alderman Elliott made a motion, seconded by Alderman Johnston, to accept and waive the reading of the minutes of the September 15, 2021, Regular Monthly Meeting. All in favor, motion passed.
City Secretary announced some good news the Bank of America Bond has been paid in full. Then explained that the September, 2021 revenues and expenses were the usual revenues and expenses for the end of year and the amended budget numbers were applied to the end of year financials.
Alderman Aldrich will research what the Council can do and will present ideas at the next meeting about time limits on items throughout the lot clearing and new construction process. Alderman Elliott stated that a penalty should be charged for not finishing the construction within the time frame allotted. Alderman Taylor agrees this is a great idea. Mayor Hostetler commented we need to look at the Builderβs side too.
Mayor Hostetler gave a brief update regarding the Vizcaya Development.
Alderman Elliott made a motion, seconded by Alderman Aldrich to proceed as necessary with the re-zoning of Lots 1375 and 1378, Briarcliff Inc. Section 9 Amended, commonly known as 406 and 408 Sleat, Drive Briarcliff, Texas 78669, from Commercial Property District C-1 Zoning to Multiple Family Housing district as submitted by the Owner of said property, Triple BB Marina Ltd., and received by the Village Secretary of the Village of Briarcliff (βVillageβ) on or about September 9, 2021, and authorize appropriate Village officials to take all actions and execute all documents necessary for same, including public notices and public hearings on same. Aldermen Elliott, Johnston and Aldrich were all in favor. Alderman Taylor abstained. Motion passed.
Thomas Maione points out that he is going to develop something. Condos are a better fit and will benefit the community. Twelve condos are better for the environment. No boat docks. If anyone has questions he can answer them after the meeting.
Alderman Taylor made a motion, seconded by Alderman Aldrich to approve Ordinance 2021-10-26-11, to amend the Parking Ordinance Section 12.03.003. All in favor, motion passed.
Mayor Hostetler provided a brief update regarding Cat Hollow Club Development.
Levi Varga, Constables Security Report: Daily activities for August 25 β September 30, 2021 include the following:
Patrol every street for visibility purposes to deter crime, taking calls for service, self-initiating personal contact with the community to build a better partnership, stationary and rolling radar for compliance of the speed limit.
Monthly patrol hours: 160
Total of 51 calls for Service, 6 Traffic Stops, 1 Citations, 5 Warnings, Violation City Ordinance 0 Citations, 4 Warnings, Close Patrols 0, 13 Community Contacts.
City Administrator, Aaron Johnson stated it has been quiet this month, mostly maintenance and upgrading the systems so they will not be vulnerable to freezing.
