Village of Briarcliff Village Council Regular Meeting Minutes September 15, 2021

Mayor Hostetler called the meeting to order at 7:15 p.m.

Present: Aldermen Elliott, Richmond, and Taylor. Absent: Aldermen Aldrich and Johnston.

Alderman Richmond made a motion, seconded by Alderman Taylor, to accept and waive the reading of the minutes of the August 25, 2021, Public Hearing. All in favor, motion passed.

Alderman Taylor made a motion, seconded by Alderman Richmond, to accept and waive the reading of the minutes of the August 25, 2021, Regular Monthly Meeting. All in favor, motion passed.

Alderman Richmond gave a brief review of the revenues and expenses of the August, 2021 financials.

Alderman Richmond made a motion, seconded by Alderman Elliott to amend the 2020-2021 Budget. All in favor, motion passed.

Alderman Elliott made a motion, seconded by Alderman Taylor to adopt Ordinance 2021-09-15-09 for the annual budget of the Village of Briarcliff for the 2021-2022 fiscal year. All in favor, motion passed.

Alderman Richmond made a motion, seconded by Alderman Elliott to adopt Ordinance 2021-09-15-10 adopting the annual property tax rate and interest & sinking fund rate of the Village of Briarcliff for the 2021-2022 fiscal year. All in favor, motion passed.

Alderman Elliott made a motion, seconded by Alderman Taylor to approve selling lot 896 and lot 183. Alderman Richmond was not in favor, motion passed.

In regards to Vizcaya protest the Village of Briarcliff will β€œLend our Support” to the adjacent subdivisions Thurman Bend, Bee Creek Road and Siesta Shores.

Alderman Richmond made a motion, seconded by Alderman Taylor to give approval for Aaron Johnson, City Administrator to proceed with planning and engineering for FM 2322 water transmission line funded by the America Recoveries Act Grant. All in favor, motion passed.

Mayor Hostetler gave an update about ongoing activities.

National Night Out is cancelled for this year. I agree with Council that it needs to be cancelled.

Brush pickup for Briarcliff Property Owners Association (BPOA) starts October 4, 2021. Rules are published on the website.

Levi Varga, Constables Security Report: Daily activities for August – September 14, 2021 include the following:

Patrol every street for visibility purposes to deter crime, taking calls for service, self-initiating personal contact with the community to build a better partnership, stationary and rolling radar for compliance of the speed limit.

Monthly patrol hours: 160

Total of 42 calls for Service, 1 Traffic Stops, 0 Citations, 1 Warnings, 2 Warnings Violation of City Ordinance, 0 Close Patrols, 8 Community Contacts.

City Administrator, Aaron Johnson had nothing to report.
