Village of Briarcliff Village Council Regular Meeting Minutes December 6, 2023
Mayor called the meeting to Order at 7:00 pm.
Present: Alderman Aldrich, Elliott, Johnston, Richmond and Taylor.
Citizen Communications. Tom Hagin and Gary Lesko were in attendance at this meeting.
Alderman Richmond made a motion, seconded by Alderman Elliott to accept and waive the reading of the minutes of the October 25, 2023, Regular Monthly Meeting Minutes. All in favor. Motion passed.
Alderman Richmond reported the departmental General Fund and Utility Fund revenues and expenses for the month of October, 2023. Nothing out of the ordinary.
Alderman Elliott made a motion, seconded by Alderman Taylor to adopt Village of Briarcliff Resolution No. 2023-10-25-09. All in favor. Motion passed.
Alderman Elliott made a motion, seconded by Alderman Aldrich, extending the time for the re-zoning of lots 1375 and 1378, Briarcliff, Inc., Section 9 Amended as set forth in Ordinance Number 2021-12-08-07, and authorize Mayor Hostetler to send an agreement letter to the appropriate parties and take all actions necessary related to same. December 6, 2023. All in favor. Motion passed.
Alderman Johnson made a motion, seconded by Richmond, to approve the Resolution 2023-12-06-08 for Village of Briarcliff Approval of Hazard Mitigation Action Plan Update. All in favor. Motion passed.
Alderman Richmond made a motion, seconded by Alderman Aldrich, Confirming 2024 Regular Monthly Meetings, Municipal Court Schedule and Holiday Closings for the Village of Briarcliff. All in favor. Motion passed.
Mayor Hostetler Reminder: We changed Stage 2 Water irrigation phase at our last meeting. Significant change is Stage 2 says you can only irrigate one day per week We have processed 30 warning letters and 5 citations so far. Have several more citations coming.
No more following on conversation with Travis Club Development east of us at Thurmond Bend Road and our eastern border however they are clearing land.
Very early development between Cat Hollow Club Drive, Felicia Drive and Pace Bend Road. One meeting so far but no details yet since they have not decided what to do yet.
We repaired and paved Sleat Drive, Briarcliff from Sleat to Dunkeld then part of Dunkeld last month. This is the Villageβs first paving since we obtained the road rights of way from the BPOA. It is expensive ($210,000) as we knew it would be. Iβm getting bids to paint stripe the centerline, possible throughout the community. The BPOA maintenance crew are doing the stop lines. We are working with the BPOA on the formal Agreement for the BPOA maintenance crews to do all day to day maintenance on the rights of way. Hopefully we will have that at our next meeting for Council approval. They are already doing all the work using a handshake agreement. It has been a busy month.
Constable Senior Deputy Cerrillo Law Enforcement Report for December, 2023. 9 Assisted times for other Agency, 1 Check of Welfare, 2 Suspicious Person/Vehicle , 32 Community Contacts, 34 Directed Patrol, 4 Select Traffic Enforcement and 2 Violations of City Ordinance. Traffic Stop Control: Total 1 Citation and 3 Warnings. Special Assignments:1 Administrative and 1 Court.
Aaron Johnson, City Manager stated we are progressing on the water main. We have been walking the fields, off Bee Creek property lines. Adjacent to the Golf Course. A lot of telephone poles. Covert has purchased the Holmes property.
