Village of Briarcliff Village Council Regular Meeting Minutes February 22, 2023

Mayor Hostetler called the meeting to order at 7:00 p.m.

Present: Alderman Aldrich, Elliott, Johnston and Taylor.

Absent: Alderman Richmond.

Citizen Communications: The following residents attended this meeting to relay their comments about the Draft North Zoning Ordinance. Mike Olszewski, Darcy Bayliss, John Foster, Cliff Ashmun, John Bickley, Kevin Gugenheim, Pat Bond, Jeff Stewart, Kathee McGee, Rueben Hornsby, John Huckabay, Marcus Winkler, Jared Johnson and Jeffery Lent. More are for the Zoning than the ones against it.

Alderman Aldrich made a motion, seconded by Alderman Taylor, to accept and waive the reading of the minutes of the January 25, 2023, Village Council Regular Monthly Meeting. All in favor, motion passed.

City Secretary Tina Linder reported nothing unusual on the financials for the month of January, 2023.

Alderman Elliott made a motion, seconded by Alderman Johnston to authorize Mayor Hostetler to sign the agreement with regards to use of Vehicle(s) in connection with off Duty employment of County Peace Office(s). All in favor, motion passed.

Mayor Hostetler stated the Council will continue with our original plan for the North Briarcliff Zoning Ordinance to zone everything Single Family except those areas currently Multi-Family or commercial areas and those that want to request to re-zone for Multi-Family.

Mayor Hostetler gave an update regarding ongoing activities: Regarding the ice and tree issues, on February 3, I declared the Village of Briarcliff a Disaster Area. This should help us to recover some of the costs attributed to the cleanup. I have been working with volunteers and the BPOA maintenance folks for several weeks first removing brush from the roads, then cleaning up the common areas and moving brush to the brush pit and chipping brush with the BPOA’s chipper. We had one chipping party in the brush pit two Saturdays ago, another was planned this past Saturday but the chipper broke on Friday so I had to cancel it. We have another chipping party this coming Saturday. All of this was with volunteers.

Two weeks ago, the Fire Department has been providing off duty Firemen to pick up brush piled along the roadway. They are working for me while in the community.

On going projects: Of course, proposed zoning changes for the North Briarcliff District. Possible transfer of ownership of the BPOA roads to the Village. Tuning up the Village Building Program. Busy times.

Security Report: Travis County Deputy Constable Chris Arriaga reporting a brief overview of activities for the month of January, 2023. Patrol every street for visibility purposes to deter crime. Taking calls for service. Self-initiating personal contact with the community to build a better partnership. Stationary and rolling radar for compliance of the speed limit. Traffic enforcement for Traffic Violations. Monthly patrol hours: 160 hours. Close patrols 42 and Community Contact 22.

City Manager, Aaron Johnson gave a brief update.
