Village of Briarcliff Village Council Regular Meeting Minutes May 31, 2023

Mayor Hostetler called the meeting to order at 7:00 p.m.

Mayor Hostetler, Aldermen James Johnston and Cindy Taylor swearing in ceremony.

Present: Aldermen Elliott, Johnston, Richmond and Taylor.

Absent: Alderman Aldrich.

Citizen Communications: Michael Olszewski support for the Single Family Zoning opposes Multi-Family except where it presently exists. Cathay McGee against the zoning. John Bickley supports Single Family/Single lot owner. Tom Hagin is against the Ordinances. This issue has pitted resident against residents. Steve Lesem thinks it will approve the subdivision process in place for a variance. Kyle Spillar Fifty years his Family has lived in the Village of Briarcliff. Decreased the value of his house. He has concerns. Darcy Baylis the concerns she has 4 or 5 people and they have a family type build. To replace with a like building. My property rights are being taken away. My investments are being taken away.

Alderman Richmond made a motion, seconded by Alderman Elliott, to accept and waive the reading of the minutes of the May 8, 2023, Village Council Public Hearing. All in favor, motion passed.

Alderman Elliott made a motion, seconded by Alderman Taylor, to accept and waive the reading of the minutes of the April 26, 2023, Village Council Regular Meeting. All in favor, motion passed.

Alderman Richmond reported nothing out of the ordinary for the month of April, 2023 Financial Report.

Mayor Hostetler nominated Linda Aldrich, Mayor Pro-tem and Jo Ann Richmond, Treasurer, Alderman Johnston seconded the Nomination. No other nominations for the positions.

The Village of Briarcliff has not changed water rates since 2014. Even with Mandatory watering schedules, some are using in excess of 100,000 gallons a month. The new rates are unchanged for people using less than 50,000 gallons per month. After 50,000 the rates increase significantly. Alderman Richmond made a motion, seconded by Alderman Taylor. All in favor, motion passed.

Alderman Taylor made a motion to pass Ordinance No. 2023-05-31-11 Final Briarcliff North District Zoning Ordinance, seconded by Alderman Elliott. All in favor, motion passed.

Mayor Hostetler is working with the Briarcliff Property Owners Association, (BPOA) for the road transfer.

Constable Deputy Cerrillo stated he found some needles at the Briarcliff Park. There has not been any dog incidents. Traffic speed signs are out. Constable Deputy Cerrillo and Mayor wants the speed signs moved to various places throughout the community.

Aaron Johnson, City Manager announced there is not a lot going on. A bunch of Wastewater taps and water taps. Hazard Mitigation Plan is about wrapped up. They will be offering grant money. Finally got the end points installed meter reading system to the Beacon system. All online now, 130 failed due to software issues. Took 8 to 9 months to get them replaced so we had to monitor their usage manually.
