Village of Briarcliff Village Council Regular Meeting Minutes- September 11, 2024

Mayor Hostetler called the meeting to order at 7:02 p.m.

Present: Aldermen Aldrich, Charlesworth and Johnston

Absent: Alderman Richmond and Taylor.

Pledge of Allegiance.

Alderman Charlesworth made a motion, seconded by Alderman Johnston to accept and waive the reading of the July 31, 2024 monthly meeting minutes. All in favor, motion passed.

Alderman Charlesworth made a motion, seconded by Alderman Johnston to accept and waive the reading of the August 28, 2024 Public Hearing Minutes. All in favor, motion passed.

Alderman Johnston made a motion, seconded by Alderman Charlesworth to accept and waive the reading of the August 28, 2024 monthly meeting minutes. All in favor, motioned passed.

Alderman Aldrich made a motion, seconded by Alderman Charlesworth to amend the 2023-2024 Budget. All in favor, motion passed.

Alderman Johnston made a motion, seconded by Alderman Aldrich to approve Ordinance 2024-09-11-09, to adopt the Annual Budget of the Village of Briarcliff for the 2024-2025 fiscal year. All in favor, motion passed.

Alderman Charlesworth made a motion, seconded by Alderman Johnston to adopt Annual Property Tax Rate and Interest and Sinking Fund. All in favor, motion passed.

Alderman Aldrich made a motion, seconded by Alderman Charlesworth to update and approve Pedernales Franchise fee Ordinance 2024.09.11.01. All in favor, motion passed.

Update about ongoing Village activities: No ongoing activities to report.

Discussion and action: Appoint Amber Rowe as City Secretary Alderman Johnston made a motion, seconded by Alderman Aldrich to appoint Amber Rowe as City Secretary. All in favor, motion passed.

Security Report: Nothing to report per Constable Cerrillo.

Manager Report: Aaron Johnson, City Administrator reported that he delivered check to Title Company for Waste Water land purchase. The Village may need to redo the survey before closing. Waterline easements are being reviewed by city Attorney and will be sent back to all parties. Planning to close by September 19th on Waste Water land purchase. We have received approval from TXDOT for waterline, next we will be seeking approval from Travis County. Also actively talking about widening Bee Creek Road. Alderman Charlesworth asked Aaron about breaking ground timeline, Aaron responded that we need all approvals and have to talk bids first. Alderman Johnston asked about estimate for waterline, Aaron responded that in 2022 we received an estimate for 1.8 million.
