Mayor Hostetler called the meeting to order at 7:00 p.m.
Present: Mayor Hostetler, Alderman, Johnston, Richmond, Elliott Absent: Alderman Charlesworth and Aldrich.
Karl Provost gave a speech about what the Highland Lakes Honor Guards offer to Veterans and explained how someone could volunteer to help with their efforts at the Highland Lakes Honor Guards.
Citizenβs communications: A resident wanted to ensure that the Mayor and all Council received the letters he had submitted to the Village regarding speeding on Moulin and traffic issue on Dunn Drive. A separate resident brought up multiple concerns with the build next door to their home that has been building longer than allowed, gave a speech on stewardship as well as having multiple questions on how our complaint process works and she voiced her concerns about how close said neighbor has built to the cliff. Same resident also believes that her neighborβs construction has to stop and that the Village needs another Code Enforcer. Other residents voiced their concern about same house the previous resident had spoken about, asking if we could tag the house to stop them from moving forward. Another resident spoke about their concerns regarding squatters in a house on Sinclair Drive.
Alderman Richmond made a motion, seconded by Alderman Elliott, to accept and waive the reading of the minutes of the October, 2025 Regular Meeting. All in favor, Motion passed.
Bid Awarded to Nelson Lewis Inc for the 12-inch Waterline Improvement.
Alderman Johnston made a motion, seconded by Alderman Elliott to approve extending time for re zoning for lots 1375 and 1378. All in favor, Motion passed.
Alderman Johnston made a motion, seconded by Alderman Richmond to approve 2026 Holiday, Meeting and Court schedule. All in favor, motion passed.
Village Financial Report for October and November, 2025 read by City Secretary Amber Rowe.
Update about ongoing activities: Mayor Hostetler announced that the Parade of Lights is December 15th, 16th and 17th. Mayor also wanted to thank the BPOA for adding e-bikes etc. in their newsletter. The mayor also wanted to encourage people to let the Village know if they know who any of these kids riding e-bikes and motorcycles are and where they live.
Security Report: Constable Johnson stated that he gave 8 citations: 5 Ordinance violations 2 Ran stop signs 1 Speeding
City Administrator said there was nothing further to discuss, the Waterline Bid was it.
