Village of Briarcliff Village Council Regular Meeting Minutes September 10, 2025
Mayor Hostetler called the meeting to order at 7:02 p.m.
Present: Mayor Hostetler, Alderman Johnston, Aldrich and Richmond. Absent: Alderman Elliott and Alderman Charlesworth.
Citizen’s communications: Resident asked if we post for meetings and the mayor responded that we do on our website and on the board outside the city office. Resident believes that we should try and post on the board by the street like the BPOA does for their meetings and maybe that would bring more residents to the city meetings. It was explained that we have tried that in the past and it made no difference. A resident voiced their concern regarding more speeding around the neighborhood and asked if we have our contract with the constables yet. It was explained that we did have our contract with the constable’s office.
Alderman Aldrich made a motion, seconded by Alderman Richmond, to accept and waive the reading of the minutes of the August, 2025 Public Hearing. All in favor, Motion passed.

Village Financial Report for August, 2025 read by City Secretary Amber Rowe.
Keith Neffendorf, Partner-in-charge of Neffendorf & Blocker P.C. presented The Village of Briarcliff’s fiscal year audit for 2024. Keith stated that the Village of Briarcliff had a clean audit.
Update about ongoing activities: ESD8 and ESD6 possible merger still being discussed.
City Administrator reported that he is still working on the contract for the new waterline and the next item on the list is to advertise for bids, which should happen in the next month or so.
Security Report: Constable Johnson stated that there wasn’t much to report besides he has been catching people running stop signs.
